Kelly Devlin joined the Cedar Foundation in November 2019 as Head of Service - Living Options and has taken up the Director of Operations- Living Options role on 1st March 2023.

Kelly qualified with a BSc Hons Degree in Sociology in 2005. Kelly has also completed her Level 5 Diploma in Leadership and Management for Residential and Domiciliary Care in 2012.

In June 2020 Kelly completed a BTEC Level 7 Strategic Management and Leadership.

Kelly has over 17 years experience in working in the delivery of Health and Social Care services, Kelly has worked in a variety of Senior posts within Health and Social Care, including posts within Community and Voluntary sectors. 

Kelly's experience has included the developing and management of Residential, Respite and Supported Living, Day Care Services, Floating Support and Housing Support Services.  Kelly works closely with Executive Boards and Trustees, Commissioners, Regulators, Services Users, Carers and Operational colleagues to implement best practice and to ensure the delivery of high quality, safe, effective and well-led care and support services to all service users.

Roles and Responsibilities

Overall responsibility for Living Options Services which includes:

  • Registered Residential Care Homes
  • Supported Living Services
  • Day Care and Day Opportunities
  • Floating Support Services
  • Ensure all services meet regulatory requirements and ‘Best Practice Standards’
  • Ensure staff are appropriately qualified and trained to deliver safe and effective services​​​​​​​
  • Develop and maintain effective Quality and Governance systems and processes
  • Represent Cedar on local, regional and national forums and workstreams
