STEPHEN MATHEWS is chief executive of the £4.5m turnover Cedar Foundation which seeks to promote equality, choice and opportunity for people with disabilities. He tells JANE BELL, a freelance journalist, how the "collecting tin" element of income helps this largely government-funded organisation maintain its pioneering independence of spirit. And he hits out at the postcode lottery that still dogs support services.
